$2,524.61 to $2,777.07 biweekly.  Actual salary negotiable based on experience and qualifications.  Government Center/Viera/Travels Countywide.  Work schedule is Monday through Friday 8 a.m. to 5 p.m.  Performs experienced professional work providing oversight for the County’s Pavement Management and Dirt Road Improvement Programs, including resurfacing, reconstruction, and preservation, using various pavement and project management software technologies, including PAVER, Geographic Information Systems (GIS), Microsoft Office Suite, and other similar software applications.  Work involves preparing and monitoring contracts and working with Purchasing on the bidding and Request for Proposal (RFP) and Request for Quote (RFQ) process; preparing cost estimates and change orders and performing budget administration; creating and directing roadway preventative maintenance forecasts and rehabilitation strategies; preparing project-related studies, draft reports, recommendations and correspondence; preparing decision matrices for prioritizing paving projects; researching new materials and techniques and monitoring current developments in pavement management to ensure best practices are used; maintaining and analyzing the pavement management system, including tabulation, condition assessment, and projection of future infrastructure deterioration and rehabilitation types; developing and managing five (5) and ten (10) year road master plans; establishing and monitoring annual performance goals and objectives; supervising and evaluating the work of assigned personnel; resolving procedural and other work-related problems and specifications by evaluating pavement conditions; and coordinating work activities and program functions with other County departments, municipalities, citizens, and other government agencies, including Florida Department of Transportation (FDOT) and Space Coast Transportation Planning Organization (SCTPO).

 

REQUIREMENTS:  Bachelor’s degree in Civil Engineering, Transportation Engineering, Construction Management, or a closely related field PLUS six (6) years of progressively responsible professional experience in administering or managing programs or projects in construction and maintenance of asphalt, concrete, dirt, and gravel roads.  SPECIAL REQUIREMENTS:  Must possess, or obtain prior to employment, a valid Florida Driver’s license and maintain said license during the term of employment.  Must possess, or obtain within nine (9) months of employment, a valid Florida Department of Transportation (FDOT) Intermediate Maintenance of Traffic (MOT)/Temporary Traffic Control (TTC) certification and maintain said certification in an active status during the term of employment.  In the event of a hurricane, major storm, natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.
