Job Description

OUC - The Reliable One, an industry leader and the second largest municipal utility in Florida committed to serving the community and the environment, is presently seeking a Director, Engagement & DEI to join the Employee Experience division.

We are looking for a strategic, innovative and passionate people leader committed to advancing OUC's commitment to Diversity, Equity, Inclusion and Employee Engagement. In this role, you will provide visionary and strategic leadership to internal and external efforts and across the communities we serve, developing and maintaining external strategic diversity partnerships to advance employee and community engagement, and outreach efforts in alignment with OUC's strategic pillars - Customer, Employees and Community.

The Director of Diversity, Equity, Inclusion and Engagement serves as a key strategic business partner and trusted advisor to senior leaders regarding employee engagement, diversity and inclusion-related issues, topics, programs and trends. In this role you will lead the creation of an inclusive and engaged culture that drives business results by designing an overarching DEI and Employee Engagement strategy and aligning initiatives in business units.

The ideal candidate will have:

  • Bachelor's degree in Business Management, Human Resources Management, Industrial and Organizational Psychology or related field from an accredited college or university; Master's degree (preffered);
  • Minimum of ten (10) years of experience in Strategy, Human Resources, Diversity and Inclusion, Talent Management or related field, to include:
    • minimum of five (5) years of experience working with senior executives in a client-facing, consulting role, driving strategic outcomes in DEI, human resources, and Employee engagement; and a minimum of five (5) years of progressive experience managing employees and leading teams of high performance
  • Strong Human Resources experience work experience
  • Robust knowledge of employment law, human resources practices and principles
  • Strong understanding of industry DEI best practices and experience implementing best-in-class initiatives that drive sustainable change
  • Exceptional strategic operations and consulting
  • Excellent data analysis and related research methods
  • Extensive experience in communicating across diverse stakeholder groups, interpersonally, orally, and in writing

Job Purpose:

Responsible for advancing OUC's commitment to Diversity, Equity, Inclusion and Employee Engagement, by providing visionary and strategic leadership to internal and external efforts and across the communities served. Works closely with the organization leaders and the Chief Employee Experience Officer to develop and promote a strategic plan for OUC's employee engagement, diversity, equity and inclusion efforts.

Leads the creation of an inclusive and engaged culture that drives business results by designing an overarching DEI and Employee Engagement strategy and aligning initiatives in business units. Serves as a trusted advisor and thought partner to senior leadership across OUC. Guides OUC's positioning across all externally-facing business functions, creating partnerships, and serves as a thought leader and internal consultant on diversity, equity, inclusion and employee engagement topics.

Primary Functions:

  • Provide inspirational and effective leadership to DEI and Engagement staff and other internal stakeholders; develop and revise policies and procedures to meet changing needs and maintain effective operations; provide consistent and measurable reports to executive leadership; develop and communicate strategies, plans, and goals for the business unit;
  • Envision, develop, and implement a diversity, equity, inclusion and employee engagement strategy and roadmap that align to the organization's objectives, strategy and vision;
  • Establish an implementation and communication plan focused on achieving measurable, sustainable results;
  • Serve as a key strategic and business partner to senior leaders regarding employee engagement, diversity and inclusion-related issues, topics, programs and trends; drive an integrated approach to diversity and inclusion, and implement impactful initiatives across OUC;
  • Partner with the Executive and Senior Management teams to create strategic DEI and engagement goals and project plans around strategic pillars (Customer, Employees and Community) and core business processes, with key accountability measures; lead DEI and engagement initiatives;
  • Develop and maintain external strategic diversity partnerships to advance employee and community engagement and outreach efforts;
  • Make recommendations to ensure business practices offer equitable opportunities for diverse stakeholders including employees, job candidates, suppliers, community, and customers;
  • Facilitate open and practical dialogue throughout the company, resulting in a greater understanding of DEI and integration of DEI into OUC's corporate culture;
  • Partner with and advise talent acquisition and development teams and partner resources to ensure the attraction and engagement of a talented and diverse workforce;
  • Partner with HR to create training and development programs and initiatives that nurture and retain talent across the company;
  • Collaborate with leaders to establish DEI and Engagement metrics: benchmark, measure, track and analyze the effectiveness of OUC DEI and Engagement initiatives; report progress; and identify opportunities for new areas of focus;
  • Advise communications team on internal and external communications with an eye toward DEI including social media and employee climate/experience surveys;
  • Serve as advocate, mentor, and resource for the organization's development, concerns, and issues related to diversity, inclusion, equity and engagement;
  • Manage and lead a staff of direct and indirect reports to provide direction of day-to-day activities towards accomplishing the department's strategic plan including, but not limited to, employee coaching, development, and performance evaluation;
  • Evaluate and align talent to current and future business needs; mitigate talent risks;
  • Support and maintain effective business unit work groups and leadership team; foster a culture of respect and continuous learning;
  • Develop, measure, and take action on performance metrics for teams and individuals within the business unit; communicate performance expectations, support staff professional goals, and brief all related issues, initiatives, and actions, risks or concerns with Leadership;
  • Manage selection and promotion procedures including reviewing applicants and interviewing potential new employees to select candidates for open positions within the business unit;
  • Develop the annual operating and/or capital budgets for the area; ensure that operations are managed within authorized budgets; advise, develop, review and approve budgets, plans, and business goals;
  • Perform other duties as assigned.

Technical Requirements:

  • Use Advanced Microsoft Office Suite (Excel, PowerPoint, Word, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.).

Education/ Certification/Years of Experience Requirements:

  • Bachelor's degree in Business Management, Human Resources Management, Industrial and Organizational Psychology or related field from an accredited college or university; Master's degree (preferred)
  • Minimum of ten (10) years of experience in Business Administration, Strategy, Human Resources, Diversity and Inclusion, Talent Management or related field, to include:
  • A minimum of five (5) years of experience working with senior executives in a client-facing, consulting role, driving strategic outcomes in DEI, human resources, and Employee engagement; and
  • A minimum of five (5) years of progressive experience managing employees and leading teams of high performance
  • Human Resources or Diversity and Inclusion certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR, DiversityFirst, etc.) (preferred).

Physical Requirements:

This job consists of very frequent typing, reading/detailed inspection, speaking, hearing, and writing. This job consists of frequent sitting, and occasional standing and walking.
