Carley is seeking to hire a meticulous Pricing Analyst Lead responsible for the day-to-day operations and procedures associated with the position and being intimately aware of company policies, procedures, and systems related to the position.

The Pricing Analyst Lead formulates complex pricing proposals in response to requests for proposals (RFPs) from Federal and Civilian government agencies, and prime contractors. The individual participates on proposal teams for new business opportunities and assumes the responsibility for preparing competitive and fully compliant cost/price proposals (Lead cost/price volume development). This process includes the development of pricing related briefings, proposal development project plans, cost/price models, cost/price narratives, BOEs, subcontractor RFQs, subcontractor pricing analysis and negotiation, acquiring cost/pricing approvals, and maintaining pricing related documentation.

WHAT YOU'LL BE DOING AT CARLEY:

  • Lead the development and preparation of complex cost/price proposals that are responsive to RFP requirements and compliant with all Government policies and regulations.
  • Prepare detailed cost narratives in compliance with all DCAA, DCMA, or other government audit agency requirements.
  • Develop complex cost/price models, using MS Excel (sometimes in collaboration with MS Project Work Breakdown Structure or Integrated Master Schedule), based on RFP requirements.
  • Preparation of Cost Element Breakdown, compilation of pricing source data, and preparation of customer pricing formats.
  • Assist in the development and review of detailed BOEs.
  • Prepare FAR Table 15-2 Certified Cost and Pricing data
  • Prepare subcontractor Request for Quote (RFQ) documentation and templates.
  • Conduct price analysis on subcontractor quotes and negotiate prices as needed. Prepare Price Analysis and Negotiation Memoranda, as required
  • Prepare and present detailed cost/price briefings for management, including discussion of RFP pricing requirements and evaluation criteria, competitive analysis, pricing strategies, and key financial metrics.
  • Maintain detailed pricing documentation files to serve as reference for future inquiries or audits.
  • Work closely with Business Development, Proposal Development, Operations, Contracts, Procurement, and Legal to ensure the cost/price proposal is professional, compliant, accurate, competitive, and profitable.
  • Develop pricing strategy and target PTW for proposals.
  • Assist finance and accounting department with planning and cost analysis.
  • Prepare cost/price risk analysis for management.
  • Interact with subcontractor teams providing guidance/templates and collecting required data for cost submittal.
  • Support contract review, contract analysis, working with government counter part in regards to contractual issues and negotiations.
  • Analyze contract profitability on all contracts types (CPFF, FFP, T&M, etc.)
  • Update forecast for new awards, and manage new project creation documenting the applicable revenue recognition guidance
  • Build a partnership with Program Managers to help build trustworthy financial forecasts and Estimates at Complete (EACs)
  • Review, understand, approve EAC updates, profit analyses, and labor/material forecasts
  • Other duties and projects as assigned and needed

THE IDEAL CANDIDATE WILL HAVE THESE QUALIFICATIONS:

  • Bachelor's degree in Accounting, Finance, or related field AND 10+ years of experience required- REQUIRED.
  • Ability to prepare complex pricing proposals in response to customer RFPs - REQUIRED.
  • Demonstrate direct cost-estimating and/or pricing experience with Government competitive procurements - REQUIRED.
  • Ability to read an RFP, then generate price volume deliverables - REQUIRED.
  • Experience with FFP, T&M, and CPFF and IDIQ contracts - REQUIRED.
  • Experience in Financial Planning and Analysis tasks (Planning, Forecasting and Analysis) - REQUIRED.
  • Ability to work effectively: organize, prioritize, and research multiple projects under time critical deadlines and stressful situations - REQUIRED.
  • Experience building costs to comply with Earned Value Management (EVM) - STRONGLY PREFERRED
  • Experience in Program Control or FP&A - STRONGLY PREFERRED.
  • Experience with Deltek Costpoint or other ERP - STRONGLY PREFERRED.
  • Experience pricing to Government requirements for services and products, both task orders and ID/IQ type contracts - PREFERRED.
  • Experience working with all phases of solicitation processes such as request for information (RFI), RFP responses, and negotiations- PREFERRED.
  • Experience with CPAF, CPIF, LH, and BPA contracts - PREFERRED.
  • Experience complying with Government CAS, FAR, and DFARS - PREFERRED.
  • Experience preparing FAR Table 15-2 Certified Cost and Pricing data - PREFERRED.
  • Highly proficient in MS Office applications, specifically Excel and Word. PowerPoint and Project a plus- PREFERRED.
  • Experience in pricing forecast and data modeling- PREFERRED.
  • Ability to work successfully with minimal direct supervision - PREFERRED.
  • Due to the nature of the work at Carley, this position requires U.S. citizenship - REQUIRED.
